How are ESA scholarships funded?

Missouri's ESA program will be completely funded through donations from individuals and businesses. In return for these donations, these supporters will receive 100 percent tax credit on their Missouri taxes, up to a total of 50 percent of their Missouri tax liability.

Since the legislation creating Missouri's ESA program was just passed in the 2021 legislative session, many details on how and where to donate to the program still need to be worked out through a rule-making process which is expected to begin in late August.

The general process outlined in the legislation will allow individuals to make donations to non-profit Education Assistance Organizations (EAOs). In return, the EAOs will provide donors with Missouri tax credits equal to 100 percent of their donation. Donors can give any amount to an EAO, but are only allowed to receive tax credits for 50 percent of their Missouri tax liability. We will be updating this page as soon as more details are available including detailed information on each EAO and instructions on how to make a donation and use the resulting tax credit.
